    Promotion of learners into the next grade

    Hi guys , My name is Raveen and I am a science teacher . I am currently working on our schools promotion schedules and I require a formula that will
    determine the outcome of a learners performance in grades 8-9. I have attached an excel file which describes what I am trying to accomplish.
    I have tried and failed .I need you guys help.
