Create a list of unique entries that did not meet a specific criteria

Hi all

I need to create a list of unique entries that did not meet a specific criteria (did not perform a Test).

More data is entered every day so it needs to be flexible to capture new data and update automatically.

In my attachment, i have dummy data that includes what should be in the list.
