welcome to the forum, rach123. try COUNTIFS. it's probably best to give us a sample excel file with your desired answers in it. 1 thread that relates is this:

so say your list of Dates in A1:A21, a single date you want in D1 & "y" in B2:B21, try:
=COUNTIFS(A$2:A$21,">="&D1,B2:B21,"y")
