Help with basic Excel formula for two if statements (with a "then")?

I am trying to properly write a formula as follows in cell D35:
If D32-D33=>0, then D34-1, and if D32-D33=<0, then D34+1. I cannot seem to find anything on point and am hoping for some help - I know I am doing something wrong.
