Formula?

Hi All,

I'm a novice in Excel spreadsheet, and would really apprecaite if someone could help.

I want the formula do the following:

Column A, "Example" Bradford had work issued in 2012 and 2013 Column "C". The formula in column J needs to check the enteries and because we have entries for both year's, to Count the number of critical defects for latest year, which is 2013. If there is only an entry for 2012, to count the number of critical defects.

I hope i've made sense.
