IF equation does not recognize value in cell

Hello,
I have this equation =IF(AY$110=1,4,"") referencing the cell in which this equation =IF(AY$84=1," 1 ","-") resides. The first equation does not recognize when the second equation returns a "1" and remains empty. It seems like it is looking at the equation and not the resulting numerical value.

Thoughts?

Because the formula in AY110 is NOT returning a 1, it's returning " 1 " - which is "Space 1 Space"
AY110 shoudl be
=IF(AY$84=1,1,"-")
or
=IF(AY$84=1,AY$84,"-")

Removing the "" worked. Which is strange becasue I have it on all the other equations with no problem.

Can you post a sample book displaying this behavior?
