Populate one cell from mastersheet

see the attached file. Use the drop-downs in cells A10 and B10 to select the client and the quarter, and the fee and currency will automatically adjust.

That is very impressive, it is exactly what I am looking for. May I ask in the last part of the formula RIGHT(B10-1)*4+2)=0,"US","EUR"), what does 4 and 2 refer to? The excel sheet I posted is just a dummy version and I am hoping to recreate the formula in the official excel book.
