Assign a number based on header

Hi,

I have number of persons appearing randomly in an excel page but the number of rows between them are exactly the same. I'd like to, on column B, place the text block1, block2, or block3, depending on where each b on column a appears. Ex, b1 in all cells between B3 and B7, block2 for cells B8 to B14, and block3 for B15. Then block1 for B17 to B21, and so on. Formula should be able to detect where person 1 starts and then name according to number of rows from person cell. Hope the attachement can help.
