Count cells less than or equal to zero

Hi,
I am tracking construction times and am having trouble wrapping my head around a calc that will average completed builds based on those builds that did not go beyond their target date. (See Attached)

The spreadsheet is missing only information that is client sensitive but has no bearing on any of the formulas.

Cells F3:F499 calculates the days over/under the target date based on the target date vs the actual completion date.
I want to be able to calculate the success rate in cell L2 based on only the cells that are equal to or less than zero in F3:F299.
I thought the COUNT function would work but not sure how to tell excel to count only the cells less than or equal to zero and then divide them by cell I2 to come up with our success rate.

Doesn't seem to work. Could it be counting the blank cells as zero as well?

No it doesn't.
There is 5 cells less or equal 0: 0,-14,0,0,-14
5 / 15 = 0.3333

What doesn't work?

I forgot to format the result so it would report it as a percent.
