Help with formula containing VLOOKUP, MIN (I think)

Ok, so I need a formula...I'll use P3 as an example.

Look at P3 and determine if it is a 1 or 2, if a 1, then go to chart 2 (range A18:E68) and find the lowest value in the row that matches O3. Place the two digit code that corresponds with the lowest value (23(B18), 50(C18), 08(D18) or 75(D18)) in Sheet2, cell F2.

If the value in column P is a 2 (such as in P6), then do the same as above, except the chart (chart1) range is A1:E17.

I know this is confusing and I've tried all I can to do it myself, but I can't make it work. The charts are shipping rates based upon ounces (chart1)and pounds (chart2). The values in O are shipping weights of products that have been converted to whole number pounds (P=1) and whole number ounces (P=2).

I hope I've explained this well enough for somebody out there that is far more skillful than me to understand it.
