Count a row only if two columns of criteria are met

I am attempting to calculate a two criteria formula for a spreadsheet I'm working on.
    Here's what I want it to do: =COUNTIF((A:A="4"), AND(P:P=">0"))
Is there a way to calculate this so that it only counts the row if both criteria are met?
