    One way.

Highlight the cell(s) that you want the user to use. Right click>>format>>protection<<uncheck the lock option>>OK.

Now protect the whole sheet, using or not a password.

    Ok Follow This:
    Just Open your Excel Sheet,
Use Ctrl+A Twice to select all Rows and Columns.
Now just use Right Mouse Click and then Click on Format Cells.
In Format Cells Window, Go to Protection Tab and Uncheck "Locked"

    and Press Ok.
Now just select your Cells which you wants them to Lock and use

Right Click, select Format Cells, goto Protection Tab and check

    "Locked" then Press Ok.
Finally just right click on Sheet Name and Click on "Protect

Sheet", ensure First two options are checked, you may use

Password for it then just click on Ok button.

    That's it.
