Look for adjacent non empty value along columns

Hi I would like to ask if someone knows how to find non empty values within a range for example i have this data:

site 1995 1996 1997 1998 1999 answer_value answer_value answervalue
A 5 blank blank 11 14 5 11 14
B blank 4 blank 3 blank 4 3


I cant just sort it because I will also need to look for the corresponding years of the value and in every year the value varies.
