Problem with COUNTIFS

I've had other COUNTIFS work perfectly, but for some reason this one is not working correctly.

I want to count the number of LDRS and SLDRS who are on AWCP, and are <6 MO, >6 MO, or >12 MO.

I know I'm close, but it's almost like Excel is counting the values that are in the formulas, not the results.

Any help would be appreciated!
