count with multiple conditions

Please help, see attached excel file.

if no data for 1990-1992 i have to check if there were values for the next years 1993, 1994, 1995, 1996, 1997 with a next data point with a five-year gap.

like if column E=0 check next column if there is data withhin 1993-1997 if yes check if the next data point has a five year interval.

So you are looking for data intervals of 5 years in a row? What do you want to do with these intervals when you find them? Where would you want this result (whatever it may be) to go? On your sheet, can you point out some specific examples?
