ROUNDOWN and MIN for a referenced cell

I am trying to roundown a number, but also have it set to a minimum value of 1, but the data in the cell is a referenced cell to F37.

Ex. What I have right now is =ROUNDDOWN(F37,0)

I am trying to add in the MIN function as well, but since it is a referenced cell it's causing me some grief to get it to do both the roundown and minimum functions to the number that will come from F37.

I'm usually pretty good at figuring out excel and formulas but this one has me stumped. Any help is much appreciated.
