If And Help from Table help

Hi Folks, can someone help me write a formula in column J that will calculate a fee based on the table next to it. The fee should include a total of all fees up to the total amount of users, so for 10M users, it would be $5000+$6000+$9000+$12000+$15000 = $47000
I would appreciate your help!

The fee is calculated on decremental values

Thanks for looking at this RCM - that didnt quite add up to what I needed but I was able to work it out using vested if statements. I appreciate your kind help in trying.
