Help for if condition formula result only either hit or miss from mulitple condition

Hi any one help me out i little find difficulties to solve it
i enclosed excel sheet with this thread

i want result either (hit or miss)
"if its tier 1 in a column check - if activity start date/time less than (10:00:00 a.m) then check also activity date/end date should be completed same day activity before (23:00:00 pm)
if its tier 1 in a column check - if activity start date/time greater than (10:00:00 a.m) then check also activity date/end date should be completed next day activity before (23:00:00 pm)


eg. If activity start time is 4/5/2013 9:30 am then end time should be same day 4/5/2013 22:59 pm result hit , if not met condition miss.
Eg. If activity start time is 4/5/2013 10:30 am then end time next day 4/6/2013 23:00:00 result hit if not met condition miss."



"if its (tier 2 or 3 or 4) in a column check - if activity start date/time less than (10:00:00 a.m) then check also activity end date/time should be completed next day activity before (23:00:00 pm)
if its (tier 2 or 3 or 4) in a column check - if activity start date/time greater than (10:00:00 a.m) then check also activity end date/time should be completed after twoday from activity start date -time should before (23:00:00 pm)


eg. If activity start time is 4/5/2013 9:30 am then end time should be next day 4/6/2013 before 22:59 pm -result hit , if not met condition miss.
Eg. If activity start time is 4/5/2013 10:30 am then end time should be next two day 4/7/2013 23:00:00 - result hit if not met condition miss."
