Using Countif to determine number of employees working per hour

I am working on a template to try and determine sales per man hour and would like to have the number of employees working that hour to populate from the weekly schedule made. With 4:30 clock in times registering as a hlaf employee. I have scoured the internet trying to get different formulas to work with no luck.

I am hoping I can use this one file as a template to help create a file for each of our lcoations.

    I have 2 different tabs.

One tab consists of the weekly schedule (titled FakeScedule). It has employees' scheduled times and highlighted in yellow would be managers' scheduled time.

The first tab is titled Monday and has the different hour intervals created. I want to know how many employees (column d) and how many managers (column E) are scheduled for that hour.

Any help would be greatly appreciated.
