Count without duplicates based on multiple criteria from different cells

I am hoping some genius on this forum can figure this out for me.

I am trying to create a summary sheet based on many factors on the main spreadsheet. I want a count of all "Contacts" (column E) for the month (column A) and eliminate any duplicate's based on the Par# (column C)

On the Summary Tab I have already got a count of all contacts for each month based on the criteria with duplicates. I also need a count based on only unique ID#'s/month.
