if two columns have same value, return the value from another cell if it meets a condition

i want to check if,

column J in BW Draw tab = column L in BW Complaints tab

if they do equal, then sum all of the instances of column M in the BW Complaints tab if it equals the value in M4 in the BW Draw tab.

i basically would like to have a breakdown of the data that is in L5 where it says 16, and have that data broken down by code type in the purple row

any help, i would really appreciate
