Top absolute variance in three categories while excluding data

I have provided detailed instructions in the excel file. Please let me know if you have any questions regarding what i want to accomplish with this data and formula. I feel that it can be possible, but I just need to add a few steps or possible a function I am not familiar with. Thank you in advance for your help.
