    Yes.

    Just use data validation and put the range on another sheet. (see attached)

    you can also hide the sheet containing the menu (names) and you can name the range...make the range grow to match any size list w/o editing ... etc. there are many examples of ways to make 'data validation' work.

    The attached example is a simple place to start.
