Need Help with finding the Max Value for every few rows

I have a set of data, row A is the dates, Row B is the hours (usually 24 hours for weekdays, but Sundays have only 2 hours), and Row C is a corresponding value for the hour. I want to find which hour has the most frequent Max value?

I have tried subtotal with Max the use function, I can find the max value for each day but can't find the corresponding hours, since there is a lot of data and I cannot manually find the corresponding hours.

I have tried to use the Max formula, but since not every day has same amount of hours, I cannot just copy the formula to all the rows. Please help me our here~~~~01.jpg
