Lookup a rate in issuance sheet from purchasing sheet by the help

Dear Friends

I want to lookup a rate in issuance sheet from purchasing sheet by the help of unique item codes but with the condition of date, that issuance get the rate from purchasing if the date of purchasing is equals to or less than issuance date. kindly help regarding the issue.

May I suggest to attach a sample workbook for the members to work with.
