Make a list from Items not checked off

I have tables for each unit in a refinery for blinds that need to be installed. I have a column for "Ready to Blind" and a column for "Blinded". I am wanting to have a sheet that list all the blinds (by Blind #, also a column) that are ready to be installed.

So if Blind #1 in the 500 Unit is "Ready to Blind" but has not been "Blinded" it will show up in the sheet named "ready to install" under 500 Unit as #1.

If you could show me how to do it for the 500 unit sheet I will be able to figure out the other sheets.
