Multiple criteria for a countif formula please!

I have a spreadsheet that I would like to easily update.

I would like to have a 1 enter in each cell of column E, IF Column H equals F or 3F AND the cell in column D does not match the cell above it.

I have attached a spreadsheet. A formula or macro would be SO appreciated!!!

It's not entering a 1 in column E where an F or 3F is present in adjacent cell of column H.

That's because the column that you have F or 3F have leading and/or trailing spaces
