IF, Relative and Absolute references and Financial Function! Help Please

Hello all, iam creating a wage calculation program and stuck with couple of formulas

-Relative and absolute cell references.
-Conditional IF statement.
-Financial Functions. (1 example needed)

I only need these three things, I have attached my work, I have started and dont know whats the next step with these formulas.
Feel free to add a column or a row, I just need anything that these formulas would be used.

You could of told me better how to do it, instead of telling me to change the title and reading the rules or whatever ..
