List Numbering Help Required!!!!

Hi guys,

I have some BoQ(billed of quantities). For importing them to some budgeting programs i need some numbering to be done for them. Let me simply show you like this;

Level Description
0 Division 5
1 Concrete Works
2 Concrete
3 Column Concrete
3 Slab Concrete
2 Formwork
3 Column Formwork
3 Slab Formwork
0 Divison 6
1 Structural Steel
2 Steel Installation
3 Primary Steel
3 Secondry Steel
3 Steel Support

Now what I want from excel is to number them as shown below;

can anyone help me to write a formulation for this situation??
