Populate cells with information in different column and row

I have a large data set with a column B which provides different types of information(different levels in a single structure). This causes difficulty when trying to create a pivot. See attached sample. When column B = "NWA", I would like to put the higher level task in column "D", so in cells D3-D5, I'd like to show "TASKA" and in cells D7-D17, should show "TaskB"
Would like dynamic formula to capture this info since I never know how many lower levels I will have.
