Return value of cell next to the right of CELL within same ROW different Columns

hi There,
I am looking for a formula (vlookup) or other that would allow me to find a "specific value" within the same row of data but different columns, so that it returns the value of the CELL next to the right (independent of the position of the cell in which the value is found) ---have tried a couple of different options found in this forum, but can't seem to figure it out. Attached is a sample file with 3 different rows and explanation. in my original file have thousands of rows.
