I am looking for a NON ARRAY forumula that finds a min value in a column with criteria in other columns.
A similar thread is below but it is with a array formula. I cannot have array formula because i have thousands of rows.

The way that i was thinking it's difficult to work as you use date and time format.
What i mean is that my thought was to use concatenate function and then not array formula. But in this case
