Count unique values in a column for each row that meets 3 criteria

Hello All -

My goal is to have a formula that returns the count of Unique IDs that meet three criteria. The ID list will include blanks.

Needing to perform approx 250 queries against 5000 lines.

Have been using array formulas for other calcs in the sheet.
