Count unique values in a column for each row that meets 3 criteria

How do you generate the RKID?

If it's something that's based on the criteria (adding the cells B10,C10 and D10) you could do a countif on it.

i.e. =countif(E:E,$V$5) -->$V$5 being where you enter the RKID
