Question about Replace,If, Substitute, Min,Max Small,Large function

I'm new to Excel .

I have my question in the attachment

I'm trying to format the data so that the smallest number of one row would be replaced by the second small number in the original data table.

I tried using the combination of Replace , If, Substitute, Min Max, Small, Large functions. It's very easy for only 2 columns data. But I don't know how to do that with more than 2 columns

Are there any new functions that could be easier for this question? Or should I use VBA?
