Locking cells

Hi,

I am providing capacity for my department in an excel sheet based on the Project Start and End Date.
Each month is divided into 2 cells (for the first 15 days and the second 15/16 days).
I would like to lock each months capacity once the month is passed.

For e.g. on November 1st, I should be able to lock the capacity from Jan 1st till Oct 31st.
Is there any automated way of doing this?
