Conditional format for duplicate values based on criteria in a different cell

I would like to highlight all the duplicate cells under Invoice column only if the Track column has a highlighted red cell because of the "Retro" description. I have attached a sample. I'm sure it's a formula to use under conditional formatting, but I do not know how to write out a formula based on this criteria.
