Ok.. fungster.. I can see that the data is there in K13 and L12 as monthly and annual amount

For row 13, you can use the following formula :-

Formula: copy to clipboard 
=IF(L13="",K13,L13/12)


but I am still not sure if this meets your requirement. Thanks.
