In F4:
=IFERROR(VLOOKUP(E4,$B$4:$C$13,2,FALSE),"")
copied down
in G4:
=IFERROR(INDEX($C$4:$C$13,MATCH(1,INDEX(($B$4:$B$13=E4)*($C$4:$C$13<>F4),0),0)),"")
Where there is a will there are many ways.

With reference to the sample given by srikanthk, if the Result for Value are more than 2 data, how the formula works?
