I am trying to lookup my LOC with Item ID but Vlookup only brings up the first match of the array table. Is there any other formula in excel we can use to lookup the 2nd or 3rd possible items?

There isn't a user friendly formula, but you can use a pivot table to get what you're looking for.
If you're ok with a rather unfriendly formula, you can use this in cell E3 and copied down:
