A formula to recognise various conditions and amend total base of most recent entry.

I am looking for help with the following simple spreadsheet. It is suppose to be a easy to use equipment inventory with the intention to simply add item via a drop down menu to reduce human error. the only item which should be manually added is the "qty issued"

I have various columns: "ITEM NAME", ISSUE DATE","QTY ISSUED", "QTY REMAINING" and "LOCATION STORED"

I would like a formula in the "QTY REMAINING" column which will recognise the newly inputed item and store location with the previous data and hence find the latest remaining qty with those conditions and minus the newly inputed qty issued to give me the qty remaining.

Its hard to explain and i hope it make sence.. can anyone come up with a formula that works or is it not possible.
