Excel question regarding cells counting up/down

Hi,
Im new to this website, its great! However i have searched but not found what im looking for! Can anybody please help?

I have a spreadsheet which ranks projects by importance, so each row has a number starting from 1 to however many projects we have and it ranks them by importance.

However if we want to over-ride this number for any project and make it more important in the ranking, say by making a 3 rank, a 2 instead, we then want all the projects ranked below that, to then start counting on from that manually entered number again, rather than at the moment there then being two projects with the same number.

I hope this is clear as to what im asking?
