Counting Multiples Values in one cell

This may be similar to the above threads but I cannot get it to work. What I have is this: I am trying to count the number of cells that have a value in it. For example: cell A1 has a value of 4, and A2 a value of 8. The total count in Cell A3 is 2. Real simple…I got this part… The problem is, what if I have two values in a cell. For example, Cell A1 has a value of 4,5 and cell A2 has a value of 8. When I do a count on this, the total count in cell A3 returns a value of 1. It only recognizes Cell A2, not A1. ANY Suggestions??
