HELP! Complicated IF-Then statement needed

Gosh, I hope you folks can help. Basically what I"m doing is comparing shipping costs weights for my company. I have a column for "weight" which I manually enter to compare rates. I want to be able to enter numbers 1-16, and have the prices automatically populated.

I know it's confusing...I don't really know how else to say it.

If H3=3(manully entered), than (this is where I need a number to auto populate.) If I change the number in H3, then it needs to populate a different number!

I sure hope that makes sense!
