Scroll bar moves down thousands of rows with the slightest movement downward

I have a couple of spreadsheets that have hundreds of rows of data. When I try to scroll down from the top, the tiniest movement downward takes me thousands of rows down, far past any of the rows with data in them. I have many spreadsheets that don't do that, so I think this must be a setting rather than user error. Please tell me how to change this.

It sounds like you have some residue formatting in a lot of cells beyond your data. If you try pressing Ctrl+End, you might see that you jump to the bottom of you scroll bar. If this is the case, then delete the rows and columns not containing data to the end of the scroll bar and save your workbook. Then the scroll bar should increase in size and scrolling sensitivity should become less.
