Try this ARRAY FORMULA, must hit CTRL+SHIFT+ENTER, rather than just ENTER.
=AVERAGE(IF(ISNUMBER(--SUBSTITUTE(0&C1:C10,"<","")),--SUBSTITUTE(0&C1:C10,"<","")))
If you can attach a dummy file would be helpful.
