Multiple lookup in a single cell with data validation

I have 3 kind of input possiblility and i want output value,
by using multple lookup,

Can any body suggest me

I have attached one picture, in A1 & A2 cell i have used data validation command as input,

Output in J1

Thanks for considering my query
A1,B1 cell are with data validation, Data is given from E9-I32
Output cell is H2,
I have used just simple hlookup,
pls use multi lookup
i am uploading the same xls file
pls do needful,

We usually prefer actual spreadsheet attachment so that we can test our recommendations and not have to retype all your info....

Are your tables that consistent? i.e. same cities for each and same four rows to each?

Can you put the tables next to each other all the way across or down instead of the way you have it organized?
