Is there a way to index data sets for plotting?

I've got a few different data sets all with varying underlying data, on which I've used conditional formatting (Red, Yellow, Green color scales in Excel 07) to illustrate some points around where there are intersections in the spectrum across these data sets.

I could make my point clearer if I could plot these data sets together. The challenge of coarse is that these data sets are completely different, and therefore couldn't sit on the same axis. Some of the data sets are:
    - Range of integers between 30 - 40.
    - Range of percentages from -3% to -1%
    - Range of percentages from -100% to 100%

I'm not sure if excel has a way to actually set the value of each cell based on it's relative size (for instance in the first example, all values close to 40 become .8 or .9, and all values close to 30 become .1 or .2, etc). I imagine this is possible only because the conditional formatting can instantly calculate which values are highest or lowest, I need just a way to convert them into a common data set.

Thoughts or ideas are much appreciated.
    Thanks

I left out a critical piece that hopefully makes this easier to understand...

I have a weekly value for each of these data points (week 1 through week 37) - so I'm trying to plot the common trend across these weeks on whether the values are high or low on a given week...
