    Thumbs down HLookup formula

    I am working on a report on which there are the master of distance between two location,
    what I need once i put the value in TO location & FROM location the distance between the given location should be shown me. I have tried Hlookup for the same and it's giving me the result but the problem is that it's not giving me the accurate value.

    Please find attached the sheet for your convience & suggest me what to do....
