    1) What if it is neither you might want to define
    ...IF(J16="No Change",H16,"Wrong Input"))))
    And aonther apprach:
    =CHOOSE(MATCH(J16,{"Split Increase";"Give Back";"Roll Back";"No Change"},0),H16-(I16*0.5),G16,G16-(G16*0.05),H16)

    OK How about removing #VALUE! w/this formula..??

    =IF(J16="0",H16,G16+J16)
